The literal translation of the title of this movie is: Only for Representatives.
The movie is an excellent piece of social criticism on the political systems: the so-called people's representatives could not truly represent people, but these representatives do get some special privileges that ordinary people could not get. For example, in former-USSR, each one of the so-called "people's representatives" carries a little red book that certifies their their "representative" identity, and when the certification is shown, these "people's representatives" need not to wait in line when buying stuff. Such favoritism is inherited by China and one example is shown here in this movie, in the housing aspect. This movie made an excellent point of criticizing such poor practice which eventually was abolished in China years later.
