The movie is based on the true story that illustrated a problem that is common not only in China, but also many other third world countries:
Artifacts cannot be well protected because the local populace could not get the tangible benefit. The income of museum tickets is far from smuggling the artifact directly abroad and many would choose the latter because they wanted to get rich quickly.
