Sure, there is political propaganda, but don't forget when this movie was made: it was nearly a quarter century ago when China was just opening up and such propaganda was not only realistic in the actual life, but it was also necessary. The political propaganda here is not so much for the movie, but rather an accurate reflection of the actual life of time, which was just half a decade after the Cultural Revolution.
