The literal translation of the title of this movie is: The acting divisional commander.This movie made in the early era of the Chinese reform in the 1980's is a indirect criticism of the political system in China, and what it criticized still applies today.The reform in China, for most part, is economic only, and the political reforms progress was made at much slower pace. By eulogizing the reform minded high ranking cadres, this movie actually has a hidden message of urging the much needed political reform. Unfortunately, there is still much long way to go.
