Storyline

Billy Twist is a playful child, obsessed with military rituals. He assaults shy Walter's sock when he is having a piano lesson from Billy's mother. Another favorite toy of him, is the walkie talkie, his father listening and talking on the other side. Billy's mother is so fed up with the thing, she takes it into possession. Tomorrow is an important day for Billy, first he must get a haircut, then he has a piano recital at his home. After that he can get his walkie talkie back. When Billy out of frustration has done his own hair however, his mother tells him he won't have his toy back and won't be doing the recital. This calls for drastic measures, thinks Billy.
