It is not likely that he had the time to say the exact same thing twice as he was being moved by the guards. It's most likely a retake from a different angle.

Sergeant Hondo would then have started around 1983 or 1984. It takes a minimum of 9 years on the job before you can apply to SWAT, so Hondo would not have been able to be SWAT until 1992-1994 at the earliest.
This makes Gus' comment that Hondo was "old school SWAT" and the Lieutenant's comment about "bringing old warhorses to restore the luster of SWAT" out of place. While 10 years on SWAT is nothing to scoff at, it certainly doesn't match Hondo's age, or the reputation they attribute to him.
