No, Steven (Adrien Brody) was supposed to be super-timid. That's what the whole movie is a very timid young man overcame his shyness by using a dummy as his alter ego.

According to director Greg Pritkin, the dock where Steven and Lorena (Vera Farmiga) went walking on their first date was in Sheepshead Bay, Brooklyn. The Target store that Fangora (Milla Jovovich) got kicked out of was located in Commack (New York).
