Barlow investigates the missing daughter of Baron von Esburg, who came from Berlin to London but vanished. He soon uncovers a secret underground abortion clinic where some girls get trafficked for sex.
Blagger Dave Walters has been in jail for eight years, while his accomplice Billy Andrews has been on the run with the lion's share of the money. Walters is livid, and tells Barlow that Andrews is in Amsterdam using the name Walter Adams.
Barlow is assigned to review the murder conviction of Eddie Doyle who is serving life for killing a man while robbing a tobacconist. Two witnesses have come forward to claim that Doyle was in Stoke at the time and Sgt Miller fitted him up.
A pedophile is foiled in an attempt to snatch a young girl. With the investigation stalled, Barlow is brought into add impetus to the case. He starts by using a local newspaper to appeal directly to any woman who may suspect something.
The Home Office assign Barlow to the docks to discover how stolen cars are leaving and entering the country. Late one night Barlow is attacked by mistake which shines some light on a terrorist who is putting together a bomb.
Frightened informer Bill Walker asks Barlow for help. He is taking part in a robbery with a violent villain, Culver, and wants out. He will be allowed to escape - but when it reaches court, the barrister forces him to give evidence.
Barlow is sent to Rhodesia to attempt to persuade fraudster Gerald Nairn to return back to Britain. Nairn instead reports him as a subversive, and he is arrested and interrogated as an enemy working against the Rhodesian regime.
Italian businessman Tomaso Ritzi arrives in Britain but he is believed to be a major heroin supplier. When D.S. Rees is a hit by car and put in hospital, Barlow wants him deported but not before making his life very difficult.
Nicky Crawford is arrested in London, but his money is believed to be in Gibraltar. Barlow and Rees travel there and discover that his girlfriend Mary may hold the key. While Rees falls for her, Barlow is willing to use her as bait.
Barlow holds an informal interview with government official Paul Robbins who out of the blue volunteers that he is traitor. After Robbins attempts suicide Barlow becomes suspicious that he is covering for someone else.
