This is a cartoon in the Popeye series produced by Famous Studios. There will be spoilers ahead:
Popeye cartoons pretty much all have the same story arc-Popeye does something, he gets into a confrontation, most often with Bluto and most often over Olive Oyl, there's a fight, Popeye is temporarily beaten, but eats his spinach and win in the end. There are variations and shorts which don't follow this arc, but the majority fit that plot structure.
What makes a good Popeye is therefore the quality of the jokes, both visual gags and the one liners. This one does well on both counts. The one liners are mostly puns while the visual gags run the gamut. Here, Popeye becomes a town sheriff. He stops a gunfight with his fists, stops a literal bank heist with a lasso and turns a saloon into a soda parlor. Some of the best gags take place in the erstwhile saloon, with two gamblers playing jacks instead of poker and a roughneck sewing a sampler, the gag reveal being one I won't spoil.
Olive comes out as a "singer" with an eye for the sheriff. Bluto comes riding in and scares everybody but Popeye and Olive out of the place. There's a beautiful gag with a fly in here. The fight with Bluto is predictable, with Bluto winning round one and then making Olive miserable until Popeye eats his spinach and comes back to win the fight. The cap on round one and the finale to the short are too good to spoil.
This cartoon deserves to be widely seen.
