This is a Mister Magoo short from the UPA Studio. There will be spoilers ahead:
Magoo is doing "dishes" when the phone rings. A friend of his, Rodney, is in the hospital and asks Magoo to come down to keep him company. Magoo goes out and with his unerring sense of direction, winds up on a cruise ship, which he mistakes for the hospital.
He does a few Magoo-style things before coming upon a turbaned man he mistakes for Rodney. He doses the man with a "home remedy" (spirits of the homemade variety) which has an effect on him and Magoo then leaves, getting into more Magoo situations before he finds his car to go home.
The opening gag comes full circle before the phone rings again. It's Rodney, wanting Magoo to visit. Magoo leaves again, but not before he decides a larger dose of the "home remedy" is in order. Jug in fist, Magoo goes forth to visit Rodney.
Shout! Factory has released a four disc box set containing all the Magoo theatrical shorts and a Magoo feature film. The set is excellent and this short is good.
