After Ub Iwerks and Carl Stalling left Disney -- they felt that after their loyalty, when the rest of the talent left with Oswald the Lucky Rabbit, was not being rewarded -- they went across the street, where Pat Powers used his patents and connections into MGM to get them a contract. Ub came up with Flip the Frog, who wear a bow-tie to bed in this cartoon, when the stork drops off a baby rat because he can't find its proper home.

The gags are nicely executed in the rubber tube style of animation, but the whole cartoon has an air of being put together out of random bits and extended to make it come out to its full length. There are definite signs of a small budget here, with extensive looping, but Iwerks manages to turn out a decent cartoon for the period.
