A mysterious being named Hoy arrives on Earth and asks the Z Warriors to use the dragon balls to help him release Tapion. Wrath of the Dragon is another one of those off shot movies that has no real impact to the series. However, it brings enough entertainment to make it worth watching. It is a movie that moves at a slower pace to develop the story and brings some interesting fantasy elements that separate from other DBZ films.
Good: I like the fantasy elements here involving the alien, the dragon or monster, and the ocarina player. It had an interesting dynamic and offered more than just the simple "alien who wants to do evil things" deal although it still fulfills that cliché. The monster itself is cool and has interesting powers that make the fights entertaining. There's also a surprisingly big lack of filler in this that helps with the pacing.
Bad: I would've liked if the movie was a bit longer since the story is so interesting. It also ends in a predictable fashion, but that is expected.
Overall, it is a solid movie in the DBZ universe with an interesting premise, cool villain, and a concentration in more story than filler.
