Felix is chasing a mouse on the dock; the mouse runs up a rope and Felix follows him onto a ship and into the hold; the mouse escapes and Felix suffers a bit of motion sickness on his way to Holland ("the Dutch" it says in the titles)….in a bit of interspecies lust, he spies a cute Dutch girl and his heart jumps out of his body; he collars it and throws it towards her like a boomerang or Frisbee and after circling her a couple of times, she grabs it and Felix runs to grab her. But wait! She has a boyfriend and soon he's after the horny cat, who escapes in a boat propelled by the exclamation point from his thought balloon that he uses as a paddle. Across the water, he spies some gin on a table outside a house…yuck (Prohibition is in place, dearies)…but milk on the windowsill looks better. The inhabitant of the house promises him some if he waters the flowers, which he proceeds to do with a watering can full of the gin he's just spilled into it. The flowers, tulips of course, and a nearby dead-looking tree get drunk, the man of the house gets mad and pursues Felix, a couple of gags involving the Netherlands' most famous architectural landmarks ensue as Felix wins the day by blowing the angry Dutchman away with his tail-powered windmill.

Primitive, simplistic backgrounds and simple line drawings, but fun stuff and as good for my money as what Disney was producing in this era. Watched on YouTube.
