No. Toy Story 2, like its predecessor Toy Story, is based on a screenplay and story written collaboratively by director John Lasseter and numerous screenwriters, including Andrew Stanton, who also worked on Toy Story. Toy Story 3 is currently in production and is set for release in 2010.
If you like Pixar's animation in Toy Story 2, you will certainly want to see some of the other Pixar productions, including Toy Story (1995), A Bug's Life (1998), Monsters, Inc. (2001), Finding Nemo (2003), The Incredibles (2004), Cars (2006), Ratatouille (2007), and WALL·E (2008).
