Fire Down Below (1997)
The chase between Taggart and the truck is highly reminiscent of this movie
While discussing the ongoing efforts to prevent Steven Seagal's character from destroying his dangerous/illegal high-profit operations, the movie's chief villain sarcastically opines that his hired security force is so inept that they "couldn't find a hooker in a whorehouse" --- let alone find Seagal's character before he can do any damage --- similar to how the top scoundrel in "Fire Down Below" does, when he upbraidingly tells his son that he is such a pathetic failure that he "couldn't take out a cheeseburger from a drive-thru", having been asked by his son if he wanted him to "take out" Seagal's character.
