"Scanner Cop II" is not a good movie in the strictest sense of the word, but it sure is a lot of fun to watch. The plot is an old reliable- bad guy is obsessed with vengeance against good guy- and the script provides plenty of action, complete with the villain ecstaticly howling, "The power!" as he drains energy from someone. Pure B-movie bliss, am I right?
The acting is a cut above that in most movies of this type. The guy playing the scanner cop adequate. Patrick Kilpatrick, as the revenge-obsessed scanner Volkin is really quite frightening. And frankly, he has the most interesting character in the movie.
Your enjoyment of this film hinges largely on your appreciation of B-movies and your tolerance for gruesome special effects. If you rate high in both areas, you'll probably find it very entertaining. If you lack in either, you should probably avoid this movie.
