No. The leprechaun character was created by film-maker Mark Jones, who wrote, directed, and produced the first movie, Leprechaun (1993) and served as executive producer on the second, Leprechaun 2 (1994). Leprechaun 3 is based on a screenplay by David DuBos. The shooting script is available online here. There are three more Leprechaun movies in the series: Leprechaun 4: In Space (1997), Leprechaun in the Hood (2000), and Leprechaun: Back 2 tha Hood (2003).
No. There is no continuity between the Leprechaun movies. Each one tells a different story, linked only by the idea of a poetic leprechaun who is so obsessed with his gold that he will kill to get back even one gold coin should some "greedy" boyo try to steal it. There is even considerable debate as to whether the leprechauns in all three movies are supposed to be the same leprechaun or three different leprechauns, even though they are always played by the same actor, Warwick Davis.
Scott McCoy (John Gatins) is on his way to California to begin college when he stops in Las Vegas and meets a magician's assistant, Tammy Larsen (Lee Armstrong), who works at the Lucky Shamrock casino. Tammy and Scott link up to fight the leprechaun, whose bite is causing Scott to turn into a leprechaun himself.
The body count is five. First to go is the pawn shop owner, Grupta (Marcelo Tubert), after being mangled and strangled by the leprechaun. After the leprechaun moves into the casino, he beats with his shillelagh the hitmen, Tony and Art, sent to shake up Mitch. Mitch is electrocuted. Loretta's lips, boobs, and butt blow up until she explodes. Fazio is cut in half by the leprechaun during a performance.
When Scott realizes that the bite of the leprechaun is causing him to turn into one, Tammy races him to the hospital where they put him into isolation. The leprechaun dons scrubs and summons Tammy to the morgue where he straps her to a gurney and threatens to cut off her face if she doesn't give him his shilling. Just as he is about to cut off her nose, Scott enters the morgue, having escaped from isolation. Scott informs the leprechaun that Fazio has his shilling, so the leprechaun returns to the casino and jumps into Fazio's magic act. The audience, thinking that the leprechaun is part of the act, urges him on as he threatens to cut Fazio in half with a chainsaw, but they react in horror when he actually does it. Scott and Tammy confront the leprechaun with Fazio's flame thrower, but the leprechaun tries to tempt Scott with his pot of gold. Tammy concludes that the leprechaun's power comes from his gold and instructs Scott to aim the flamethrower at the gold. When Scott burns up the gold, the leprechaun also goes up in flames. Scott turns back into a human. In the final scene, Tammy and Scott leave the casino as the leprechaun fries to a crisp. Tammy pulls the gold shilling from her pocket, after having picked it up off the floor when Fazio dropped it. She tosses it away after realizing that she already has everything she wants in Scott.
