The show follows a crime, usually adapted from current headlines, from two separate vantage points. The first half of the show concentrates on the investigation of the crime by the police, the second half follows the prosecution of the crime in court.
Jesse L. Martin,
Each week viewers see the gritty reality of life in a New York City Police unit as the officers go about their work with a grim determination. Two partners, Detectives Andy Sipowicz and John Kelley (later replaced by Bobby Simone), are the central characters in this weekly police drama, and personify very different approaches to their difficult job. Sipowicz's brash gruffness (covering an emotional vulnerability) is tempered by the precise and controlled demeanor of the two partners with whom he has worked. Written by

Before joining the cast as Detective Connie McDowell, 'Charlotte Ross' appeared in the fifth season as the abused wife of a cop suspected by Simone and Russell of killing a prostitute. When 'Andrea Thompson' left the series, producer Steven Bochco remembered Ross and wrote the part of McDowell for her. See more »
I agree that season 1 was the best. Kelly was one of the strongest characters in television history and the show was in top form that first year. I thought Bobby Simone was pleasant enough but somehow that era was lacking and whoever said Kim Delany was laughable as a New York cop wasn't kidding, she is the worst actress. I actually thought that Sorenson was going to be special at the very beginning but the writing just got too weird especially at the end but I still think Rick Schroder (I don't think there's an "e" in his name) was awesome especially considering what he was given. I can't say I like the newest partner (forget his name, I don't watch regularly anymore) very much because he just not convincing as Andy's partner. Of course the one person who always is worth watching is Dennis Franz. Hell if it was the rest of the cast (well with the exception of a new girl who is hot AND surprisingly believable from what little I've seen), I probably wouldn't tune in at all. The writing certainly stopped going anywhere a long time ago.
