This movie can be found in the bargain 10-pack "Shaw Martial Art Legends", where it is labeled on the box as Guns of the Master Killer. The basic plot is generic, police are on a mission to stop gunrunners dealing between Hong Kong and mainland China.

Leading the cops is HK Superintendent Lau Chen Fai (Gordon Liu) along with Superintendent of the Information Sector (the subtitles gave her that title) Sophia (Sophia Crawford), and Shenzhen cop Kau. Leading the gunrunners is Master Tian, daughter of communist official Lin Lo Hung (Yukari Oshima) and Taiwanese guy Shaw Lon.

Despite having Liu and Oshima, it fizzles out. Part of the reason is the character development, which is somewhat mirrored. Fai falls in love with Li Wai Ching on a bus in Shenzhen. Her biggest dream is to live in Hong Kong. Then, Hung and Lon, the lovers on the other side, also want to escape China and live somewhere better like HK. Lon questions what he can do to help the weapons operation and then Kau questions how he can help police mission.

The action fizzles out with the movie. Good fights at the start and lame ones at the end. Lastly, note that there's a "what the hell" scene with Fai and his son Chi in this movie.
