The Collector of Anokhapur, Jagatpratap Singh, thwarts attempts by Bhushannath Bhadbhole and Kabza Kanhaiyalal to bribe him. Things only get worse after Bhushan gets elected and become the Minister of Fisheries, and is determined to humiliate and crush him at any cost.
