Black Rain (1989)
Doogie refers to the film.
During the fight scene with Dragon and Chow's Caucasian henchman, the henchman scrapes his sword on fences while running forward. This reflects the scene where Sato scrapes his sword on the concrete while riding the motorbike toward Charlie Vincent.
This film's title is featured on a movie theater marquee.
The boss of the 3rd stage is inspired by Sato, a character of the movie 'Black Rain' (directed by Ridley Scott and acted by Michael Douglas and Andy Garcia). Sato was interpreted by the Japanese actor Yusaku Matsuda, died shortly after the movie was made. Even the stage when you fight the boss (the factory) seems somehow inspire from the movie's background (in a movie's scene, Nick - interpreted by Michael Douglas - try to defeat Sato in a steelworks, quite similar to the game's stage).
The "Osaka police office" from the movie is seen
The film was made and first released in the 20th Anniversary year of the similarly "Rain" titled Japan-set action movie.

Ending shootout references Ridley Scott's Black Rain in many ways: two lawmen from different countries team up to take down a common enemy at a farmhouse, where a double cross is planned by the bad guys. The entire sequence plays reference to Black Rain.
