Cyborg (1989)
As Cannon Films couldn't pay the licenses fees to Mattel and Marvel for its aborted 'Masters of the Universe 2' and 'Spider-Man', the story of 'Cyborg' was pitched by director Albert Pyun to make a cheap movie using the costumes and sets already made (and costing $2 million) for the two films that were to be shot back to back.
