Los Angeles detective Beck is assigned to investigate a series of seemingly random crimes whose only link is their serial nature, their shocking brutality, and the fact that none of the criminals have a police record. Enter FBI Agent Gallagher on the trail of the criminal mastermind he claims is behind the mystery, controlling a ring of secret operatives ruthless enough to throw their own lives away in committing the crimes. Beck is assigned to work with Gallagher on his case, but it soon becomes evident that neither the master criminal nor Agent Gallagher are all that they appear to be... in fact, they give new meaning to the phrase, "illegal alien".

As the carnage mounts, Beck must decide whether to trust his peculiar, duplicitous new partner as he realizes he has nowhere else to turn.
