Initally, Worf wasn't to be a part of the series, and when first created, only meant to be a recurring character. To set the series apart from the original Star Trek
(1966), Gene Roddenberry
did not want to use any of the aliens from the original series in any capacity. Worf was created as a compromise between Roddenberry and the other producers, and Roddenberry's sanction of excluding original series aliens was gradually dropped. See more
