Storyline

Commissioner Lohmann is already planning his holidays. An unexpected phone call calls him back to work. A member of Interpol was murdered. The head of an organisation wants to come into contact with the gangster organisation of chicago. But who is this? Mysterious murders happen and all trails lead to a penitentiary. But there is Joe Como, FBI agent, who is helping commissioner Lohmann. But soon Lohmann doubts Comos' identity. The team that made "The Return of Dr. Mabuse" combines an experienced krimi and Edgar Wallace story director, Harald Reinl, with several writers who specialized in Mabuse stories and characters, Ladislas Fodor and Norbert Jacques. Jacques even created characters in the original 1933 "Testament of Dr. Mabuse". The result here is a Mabuse-krimi, which means a very good black and white atmosphere with some neat set pieces combined with plenty of strange and often menacing characters. This is all embedded in a story in which the powerful Mabuse (Wolfgang Preiss) is not seen until the end but whose voice and manipulations appear periodically. His goal is murky but involves attacking a nuclear plant. Werner Peters, always a reliable presence, is one of Mabuse's many assistants. Another is the hulking Ady Berber. Lex Barker comes in as a character who is possibly an FBI agent and possibly a Chicago gangster and possibly masquerading as both. That's by no means all the characters! There's a guy who drives a big van that can dispense flames or gas; the prison warden who looks and acts suspicious; a reverend in a church who has written a book with chapters on Dracula, the Wolf Man and Dr. Mabuse; and a scientist who concocts a drug that turns prisoners into zombies. No krimi is complete without some beauty and love interest, and that's filled by Daliah Lavi.

Tying all of this together as Lohmann is Gert Frobe, an actor who can combine seriousness with jocularity.

The uniqueness of Mabuse as a manipulator-at-a-distance and criminal mastermind with grand aims is not exploited that much in this story, which comes across as rather aimless and disconnected. The movie weights the krimi element more highly and reminds one more of any number of Wallace krimis. But this movie surely will please both Mabuse and krimi fans.
