The little village of Villar del Río is awaiting the song performance of Carmen Vargas, 'The Great Andalusian Star'. The quiet village is governed by a deaf, naughty and good-natured Mayor, who's only seeking the way to give life to the place. By the same time good news comes to the village: the arrival of North American high personalities that will give economical aid to the nation city by city, village by village. The Mayor doesn't know what to do to welcome them. Carmen Vargas's agent throws surprising initiatives, moving all the village people just to prepare a better reception for the foreigners. His idea is to disguise all the farmers as Andalusians and add colour to every street with typical decorations. All of them start to work, and also to dream and think about what they're going to request the Americans, who will come with lots of dollars. El pequeño pueblo de Villar del Río está pendiente de la actuación de Carmen Vargas, "La Gran Estrella Andaluza". Se trata de un apacible pueblo gobernado por un alcalde sordo, pícaro y bonachón, el cual usa todos los medios a su alcance para dar vida al lugar. Por esas mismas fechas se recibe la noticia de que altas personalidades norteamericanas llegarán en breve a España, visitando pueblo por pueblo, para facilitar la ayuda económica al país. Inmediatamente el alcalde convoca un consejo en el Ayuntamiento para decidir lo que se va a hacer, aunque tras mucho discutir no se llega a ninguna conclusión en concreto. Manolo, el representante de Carmen Vargas, interviene con sorprendentes iniciativas: Moviliza a los habitantes del pueblo con el único objeto de preparar lo que él considera un recibimiento más adecuado. Su idea consiste en disfrazar a todos los campesinos de andaluces y ambientar las calles con decorados típicos. Sin perder tiempo, todos se ponen manos a la obra, al tiempo que van pensando lo que van a pedir a los norteamericanos, que "vendrán cargados de dólares".
