The film is set in 1936 but shows the Concentration Camp being run by the 'Storm troopers' (Sturmabteilung). The SA virtually ceased to exist following the 'night of the Long Knives'(Nacht der langen Messer), which occurred between June 30 and July 2, 1934. The SA did linger on after this but it was weakened and almost pointless, leaving the Schutzstaffel (SS) to take over most of its duties, including camp administration, etc.
When the escapees are being hunted, the only uniformed personnel we see chasing them are the 'Storm troopers' (Sturmabteilung) or SA. Even before the 'night of the Long Knives', the SA would not have been the only group to search for escapees & by 1936, the hunt would also have been carried out by the regular police and the Schutzstaffel (SS).
The children of the Hitler Youth are wearing the armbands of adult members of the Nazi Party and not the Hitler Youth. The swastika would not be in a white disc surrounded by red but in a white square surrounded by red. This scene was when one of the prisoners was found and was dragged out of a hiding place with the children all running to see.
