This nearly all-Russian war film, about the defense of the Russian navy port of Sevastopol during WW2, had to be shot at the Georgian Film Studio in Tblisi, to which the Leningrad directing team of Iosif Kheifits and 'Aleksandr Zarkhy', along with their Russian cast and crew, had been evacuated. (Leningrad had been surrounded and nearly wiped out by the Germans.) The language of the script was Russian, spoken by a nearly all-Russian cast (with the exception of Zura Lejava, so it seems quite reasonable to consider this a Russian rather than a Georgian film.
