Bill Turner ( Buddy Roosevelt ), disguised as the Phantom Bandit, robs the construction company for which he works. One day he runs into Jeff McCloud ( Buddy Roosevelt ), a man who amazingly looks like himself. Bill is a member of a gang, and he is soon killed by one of his fellow members, Jim Breed ( John Junior ). Jeff, seeing his opportunity, pretends to be Bill and learns about the gang. The reason he has done this is that Jeff is really a Texas Ranger. He eventually takes control of the smuggling gang until he can call in his fellow Rangers and have the criminals arrested.
This 1927 silent action/drama was produced by Action Pictures, starring Buddy Roosevelt. Boris Karloff played smuggler Ramon, in this second of his two appearances in Pathe low-budget westerns. Sadly, The Phantom Buster is now listed as a lost silent film.
