Douglas Dawson (George Chesebro) an officer of the IRS is sent undercover to investigate oil swindlers & rum-runners. Alice Winthrop (Eva Novak) inherits some oil deeds when her uncle passes away and travels to California to meet the executor of the will. Harvey Raymond (Rodney Hildebrand) is the executor as well as an oil swindler and rum-runner. Dawson follows Winthrop on her train trip from Chicago to meet Raymond in Long Beach, California. Raymond and his henchmen soon harass and eventually kidnap Winthrop after she has fallen in love with the secretive Dawson. The film concludes on an island used by Raymond as a hiding place for his rum running operation, where he is holding Winthrop to force her to sell her oil property, but she is eventually rescued by Dawson and the coast guard/Navy. Fade out.
