Perry decides he wants to solve the mystery himself after complaining how his reporters rely too much on Superman for help. First, Perry intends to wear an identical diving suit outside the newspaper offices. Clark Kent bends the helmet before Perry can don it. Clark says he'll get it fixed. Instead, it's Superman who wears the suit and is shot at by a gunman. But the gunman captured by Superman knows nothing that can solve the mystery. Perry figures out "Quincy" refers to a nearby health club. That leads to an attempt on Perry's life, but Clark foils it. As it turns out, there are two competing pairs of criminals. They're after something valuable hidden by another criminal who was killed upon capture by the police. A clue was hidden in the water tank on top of the health club. But Perry faces still more danger before he can secure his scoop.

Their distrust causes a lot of trouble while on the hunt, especially with the Comancheros.
- A letter from Ward Beech in Socorro, NM states he was being held for murder but he was sleeping it off in Troop's jail on that same date. When he rides there to investigate, he finds more than the sheriff is willing to hide what happened.
- Lal Hoard is back after serving 5 years behind bars that Troop helped put him behind. This time he intends to use the press to rid the town of his enemies but Troop beats him at his own game.
- A bounty hunter brings a body into Laramie to collect the fee. He finds out that another wanted man may be hiding out under another name. He sets his sights on taking him in even though Troop has said "no more business for bounty hunters."
