Amos first allows overbearing, unqualified Marigold Feeney's "you're no bigot, are you?"" routine to railroad him into hiring her as deputy, later finds himself the last ranking for sleeping accommodation in his own home after the unannounced arrival of brother in law Elmo Banner, manager of a drugstore, his half-brother and business partner pharmacist Harold Banner, sister Flo Oakes and her husband Kenny. Winnie refuses to talk to her in-laws, even announces a divorce, Elmo mumbles 'you'ld have to kill me', she runs off to Seth. Next day Jessica accepts to cook a seafood feast for the unappreciative, grumpy Banner bunch, who all doze off at the table, mildly drugged with fenobarbital, as Seth soon finds, but Elmo, who took that to sleep, dies from an overdose of it; it's also the chief ingredient of Winnie's ulcer drug, which she claims to have dropped in the bathroom already. Jessica is invited to dine with East German concert violinist Greta Mueller, her overprotective brother Franz and security chief Colonel Gerhardt Brunner, and next is joined during the concert by British secret agent Michael Hagarty, working as Dennis McKelvy, who has blood on his hand when he abducts her and the Mueller's limousine to the South African embassy at gun point, asking for sanctuary, in fact Paul's staged defection, again a cover for his work as SAS agent, which was rightly expected to be discovered. Then fellow spy Jack Kendall is found stabbed dead in the embassy garden, holding a white rose, the code name of an operation Jessica earlier overheard him mention over the telephone, an Apartheid opponent Benjamin Kumbasa's stabbing. First Secretary Henry Claymore agrees in the ambassador's absence to 'Dennis' and Jessica investigating freely, presuming a connection between both murders, but... Meanwhile Greta refuses to join Franz's defection even before their family in the GDR is taken hostage by the government...
While Jessica is in Washington, she's asked by an East German musician to meet with her. While they are out, a man approaches them, British agent Michael Hagarty, whom Jessica knows and apparently is on a mission. At the concert, Hagarty forces Jessica, the man who accompanied her Wyckham and the musician and her brother to come with him. They then make their way to the British Embassy to evade the German security police who were assigned to keep an eye on the musician and her brother. Hagarty tells Jessica that the musician's brother has been working for them and someone who knew that was arrested by the German secret police. So he took them out to wait till they know if the person revealed the brother's secret. While they are waiting the man working with Hagarty is killed. Jessica overheard a conversation he had on the phone and asks Michael about it and it turns out he may have found out who an assassin who's been on the loose for almost ten years is and the assassin killed him to make sure he didn't reveal it. Now his older brother, Ralph, is coming to visit and Otis is ashamed of what they will see when they get there. Otis was always the black sheep of the family and was always encouraged to make something of himself and be more like his older brother Ralph. Andy's solution is simple: make Otis a deputy for the duration of his family's visit. Otis stays sober while they are there but learns something about his brother that shocks him.
Early one morning, Otis wakes up in his "home away from home" to have Barney inform him that he has received a letter. Andy reads it to him. It's from his brother, Ralph, who wants him to know that he and his wife will be passing through Mayberry on their way to Memphis. Andy is troubled by one passage in which Ralph mentions Otis fixing any speeding tickets that he might accrue. Otis says that letters written to his brother and sister-in-law on courthouse stationary have given the impression that he is a deputy, which Otis never corrected. He's always been the black sheep of his family and doesn't want to admit that he never made anything of himself. Andy decides to help him out by deputizing him and making him promise that he won't take a drink while he's part of the force, which includes his wife Rita insisting that he dispose of any and all alcohol from the house. When Ralph arrives, he doubts that Otis is a deputy and immediately asks him where he can get some booze, but Otis tells him he doesn't touch the stuff.
