The Marvel Studios head has opened up about the new tone of the sequel.
"If [superhero films are] a fad, it's one that lasts 30 to 40 years, as the Western did, because each one is so different," he told Variety.
"There's an opportunity to graft almost sub-genres on to them. Our first Captain America film was a World War II picture, and the next is a political thriller. They all have their own textures and patinas, and that's what is exciting about it."
The Phase Two Marvel film will see Chris Evans return in the title role alongside a cast featuring Sebastian Stan, Anthony Mackie, Frank Grillo, Samuel L Jackson, Cobie Smulders, Scarlett Johansson, Toby Jones, Emily VanCamp and Hayley Atwell.
The storyline is expected to be closely tied to Ed Brubaker's acclaimed run on the Captain America comic.
