Justin Bieber is calling for meaningful safeguards for celebrities, police and paparazzi after a tragic accident claimed the life of a photographer chasing his Ferrari Tuesday night. "While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim," Bieber, 18, said in a statement released by Island Def Jam Music Group Wednesday.
