La pellicola inizia laddove finì The Hunger Games: Katniss è ritornata da vincitrice della 74esima edizione dei giochi assieme a Peeta.La vittoria per loro significherà imbarcarsi in un tour di promozione mondiale attraverso i vari distretti. La protagonista sente cresce un senso di ribellione nella popolazione ma la Capitale ne è al corrente e il presidente Snow prepara i 75esimi giochi, che cambieranno per sempre Panem. Tutte le new entry dovranno competere con Katniss nella 75esima edizione.
