Licensing reform for the 21st century music industry is expected to take a step forward Tuesday with the introduction of a new Music Modernization Act that combines key provisions of what were four separate legislative initiatives into a single bill that will update how music rates are set and how songwriters and artists are paid.
A key provision of the bill is for Congress to establish the equivalent of a SoundExchange for songwriters to track credits and distribute royalties when digital services use their work. The switch to a market-based rate standard for artists and writers, closing the pre-1972 loophole that denied digital compensation to legacy artists and the addition of copyright royalties for producers and engineers are other changes widely hailed as improvements by a wide range of industry organizations, from the Recording Academy and the RIAA to Ascap, Bmi, the American Association of Independent Music and the American Federation of Musicians.

Tennessee Sen. Bob Corker’s announcement that he will resign has inflamed new speculation that Peyton Manning will run for Senate. It’s been 18 months since Manning led the Denver Broncos to the Super Bowl 51 championship, and Tennessee Republicans were at least intrigued by the idea that he could also quarterback a campaign. Late Tuesday night, the confirmation hearing for President-elect Donald Trump‘s Education Secretary nominee, Betsy DeVos, got underway after significant back-and-forth in the Health, Education, Labor and Pensions Committee.
DeVos, the billionaire former chairman of the Michigan Republican Party, struggled through tough questioning by the committee’s Democratic members and gave responses that ignited Internet uproar over her readiness for the position as the nation’s top education policy-maker and policy-enforcer.
Tennessee Sen. Lamar Alexander, the committee’s Republican chairman, pushed the hearing to an atypical 5 p.m. start time, and allowed each member only one round of five-minute questions.

Jesse Ryan Loskarn, the former chief of staff to Sen. Lamar Alexander (R-Tenn.) who was recently brought up on chid pornography charges, was found dead on Thursday in what is being ruled a suicide.

Loskarn had apparently hanged himself in the basement of his parents Carroll County, Md., home, reported the Los Angeles Times. His cause of death was confirmed by the Maryland medical examiner’s office on Friday.
“At approximately 12pm yesterday, Carroll County Sheriff’s Deputies responded to a private residence ... for a report of an unconscious male, believed to be deceased,” the sheriff's office said in a statement. “Family members reported finding 35-year old Jesse Ryan Loskarn unresponsive in his basement where he’d been residing with family since this past December.”

As I am perpetually two years behind whatever is cool and zeitgeisty on the teevee, I've not been watching this new Netflix joint, "House Of Cards." Which is probably to my detriment. Our own Howard Fineman has been watching the show, and he describes an artful and innovative depiction of "the competition for power for its own sake." And just this weekend, I was at a party where an old friend of mine spoke thrillingly of byzantine plots and cagey backstabbing -- Washington as the setting for the polite bloodlust of brilliant political chess masters.
