J. Carroll was born in New York City to Catherine Moran and Patrick Sarsfield Naish (not in the business). He was educated at St. Cecilia's Academy, New York City. He had seven years stage experience in Paris and New York. Later in stock company. First screen appearance in 1930. Fox brought him to Hollywood.

Although of Irish ancestry, it is believed he never played a character of that type. Untrue. He played Gen. Phil Sheridan (of Irish ancestry) in Rio Grande (1950).
Best known for playing Latin, Arab, and East Indian characters.
He portrayed Dr. Daka, the first villain to go up against the Batman on the screen, in the serial Batman (1943).
