Gag writer for Warner Brothers Looney Tunes/Merrie Melodies from 1937 to 1945, a graduate of Kansas City Art School (where he met and befriended Friz Freleng). He tended to specialise in Porky Pig cartoons. There is a memorial to him in his hometown of Portis, Kansas, which Millar indirectly referred to in several of his cartoons, including Bingo Crosbyana (1936), Porky's Pet (1936) , Porky of the North Woods (1936) , and Porky's Road Race (1937) .
