Born in County Galway, Ireland, the son of a schoolteacher, Maher emigrated to Canada in 1956 and first worked for an oil company. Becoming interested in the theatre, he studied acting at the Royal Conservatory in Toronto. His first appearance on stage was in a Toronto production of "The Taming of the Shrew".
