British pioneer television producer who began his career in the early 1920's as a sound recordist and editor. He became director of BBC-TV (1936-39) and supervisor of film production at the Ministry of Information (1940-42). Bower was active after the war as a freelance producer and occasional director of made-for-TV dramas.
