Wanda Terrell, who is wanted-fugitive Killer Madsen in drag disguise, holds up Phelan and announces he is now running the show. He orders pilot Bob White to head the plane to Evansville, Indiana, Masden's hometown. When Rita offers Masden a cup of coffee, which includes a powerful sleeping potion, the suspicious Masden exchanges cups with co-pilot Johnnie Martin who passes out. The annoyed Masden knocks out pilot White and Rita is forced to take over the controls. A heavy dust storm (thanks to Fred Jackman's visual effects) has clogged the plane's motors, but White comes to in time to bring the plane to a landing in the worst of the storm area. The passengers and crew all take refuge in a farm house, still held captive by Masden. The fugitive forces White and Terry to go with him to repair the plane, but Rita has gotten a shotgun from the farmer and follows them.

Jud is pleased as he dislikes Wilson because he is too friendly with roadhouse owner and political power-holder Joe Selby (Richard Lane), who controls Mayor Frisbee (Frank M. Thomas), Commissioner Perkins (Bryant Washburn) and Police Chief Hardy (Cecil Kellaway). Bill and Candid recognize Selby as a former NY gangster who had framed his partner Frankie Spencer and then gone away with Frankie's girl friend Bella Lawson (Kay Sutton), who is singing in Joe's nightclub. Jud runs for mayor on a reform ticket, but Selby kills Frankie and frames Jud for it.

Simon is fired by his city editor, Macgregor, for failing to cover another assignment and the editor says he would not believe Brown's murder if reported by Simon even if it happened. Simon returns home and is persuaded by his wife Pat to have a drink or two. The tipsy Simon, as a joke, telephones Macgregor and tells him that Brown has just been murdered, and the excited Macgregor hangs up before Simon can explain it is just a joke. But Brown has really been murdered and Inspector Holly learns from Macgregor that Simon had telephoned him with the news at 3:10 A.M., but knows that Brown was not murdered until 4:35 A.M. The Inspector also finds a recently fired revolver in Simon's flat and arrests him. Pat and a garage mechanic manage to provide an alibi for Simon at the time of the murder and he is released. But the next morning, Brown's son is also found murdered in Simon's flat. Then Macgregor is shot, non-fatally, while in Simon's presence. Simon is not only reporting news, he appears to the police to be the one also making it.

After a week on the job, Peter, unable to tolerate the paper's sensationalism, quits to take a job on a reputable newspaper. Meanwhile, Stevenson becomes the target of a reform movement gaining momentum in the city, and hires detective Bert Schroll to dig up some dirt on the leader of the movement. Instead, Schroll discovers that Peter is Stevenson's son and tries to blackmail the publisher. In a scuffle over the incriminating evidence, Stevenson accidentally kills Schroll, and while covering the story for his paper, Peter finds evidence proving that Stevenson is Schroll's murderer.
