It's in the choice of Donald and the message that sends that makes this interesting. Sure, Donald was Disney's biggest star, but if you think about generosity or kindness, you probably don't immediately think of Donald. The ultimate aim of the short is to show that if everyone gave a little, then everyone would be better off. This is demonstrated at the end, when a street construction guy gives Donald some money and gets a shiny badge in return. It's a brilliant choice, even if it might have been inadvertent. Donald is the character that most of us really are, as opposed to Mickey, who we want to be. That's what makes him so reliable. And by picking him to illustrate this point, it makes it more impactful to us.

The sea lion saves Pluto, and resuscitates him, so Pluto agrees to play.

After enough attempts to fish and spend the penny, Pluto has a newspaper to carry the same way. The wind has a nasty way to get a better grip on page after page then the dog, so by the time he delivers the daily dose of printed news it's an embarrassingly muddy mess...

The milking is again interrupted by some flies buzzing around; Donald pulls his hat over his head and the fly gets inside, in the confusion, Donald gets his hat and pail confused. Donald starts firing milk at the fly in retaliation, but the fly manages to get the cow to send Donald flying.

While Pluto is out, Gunther prepares to butt him into the ammo dump, but Pluto collapses and Gunther himself gets blown sky high, clearing the way for a new mascot.

This large amount of water splashes onto the airfield, wiping the whole thing clean, but leaving disfigured airplanes.

Then the "gentle" rains of spring come, along with the hail ("hail, hail the rains"), making a mess of Pluto's house.
