These people aren't necessarily horrible actors. I consider the first eight to be horrible actors, and the rest are just people who, when I watch them, it makes my skin crawl. Usually not a good quality for an actor. Also some of them have other talents that make up for their bad acting.

“ He's a unique case, and an unexpected new addition to this list who deserves a bit more explanation. I recently (July, 2011) watched "The Tourist," kind of against my will, and realized that Johnny Depp is a bad actor. And it's not just that movie. He's been in a handful of good ones over the years, but he hasn't contributed anything positive and unique to any of them. EXCEPT: The first Pirates of the Caribbean movie. In 30+ years, that is the one good performance he's got under his belt. I can say, having seen the sequels, that it's not his fault that they sucked. (Just like it's not his fault that the other good movies he's been in - e.g. Edward Scissorhands, A Nightmare on Elm Street, What's Eating Gilbert Grape? - were good.) But every other movie I've seen him in was mediocre, and he did nothing to make it rise above mediocrity.
I haven't seen every Johnny Depp movie, but I've seen enough of the notable ones to say intelligently that Johnny Depp is a bad actor.
