- The government in Edo era is suffering from a financial crisis. It hires "Kage" to provoke the collapse of small hans (prefectures). "Kagekari" are people who were hired by Daimyos (mayers of local governments) to resist kage. The young mayor of Suwa Takashiwa, Tadamaru was assaulted by a kage on his way to Edo. Zyubei and Gennnosuke, the Kagekaris, try to carry injured Tadamaru to Edo.

- This is a story of rough men who make a living by smuggling in swampland. There is a restaurant named Anrakutei on "island", which is a wasteland surrounded by moat and swamp. Its customers who have a dark past, such as Sadashichi (Taka Daisuke), Yohei (Masuoka Toru), and Genzo (Koji Yakusho) respect Ikuzo. One day, a half-dead man Tomijiro came to the restaurant. This was the beginning of Ikuzo's terrible fight.
- The notorious Mayer of Akashi, Naritsugu Matsudaira was elected to be the post-Rozyu. The present Rozyu, Doi (Tetsuro Niwa) ordered Shinzaemon (Tatsuya Nakadai) to assassinate Narihira. 13 assassins including him gathered got prepared to assault Narihira on his way from Edo to Akashi. However, there were 100 soldiers in the troop, including Kitou (Isao Natsuyagi), who is Shinzaemon's close friend.
- Osukiya-bozu is a tea master who works at the Honmaru in Edo Castle. However, in order to help the weak and oppressed on the fringes of society, they beat up powerful lords, hatamoto (feudal lords), and wealthy merchants. With the help of Ochiyo (Kaori Momoi), the daughter of a lumber merchant in Fukagawa, Otaki (Mitsuko Kusabue), the proprietress of a ryokan (Japanese-style restaurant) with whom Soshun is on very good terms, and Ichinojo Kaneko (Yoshio Harada), a ronin, the group hunts down the evil.

- The 21-year-old Mayer on Sendai, Tsunamune Date, was prohibited to go out in the daytime for his misbehavior during his short stay in Edo. A young man named Utaro (Akira Mita), a returnee from the Hachijojima island, emerges as the underboss, but his girlfriend Osawa (Hisako Manda) is a woman that Dobu (Kunie Tanaka) is in love with.

She asks Himeshiro and Hyoma to save her father, Yakuza of Kuwana, Choyano Takeyoshi who got injured on his foot by a competing family. They stay at Takeyoshi's house, but Takeyoshi, in fact, was the man who killed Hyoma's father.
- The city was abuzz with the news that a number of peddlers and komuso monks were being killed one after the other on the streets. The peddlers were slashed with a kesa-gake and the komuso were stabbed with a spear-like object, and they were killed by the same method. A paper crane with a checkered pattern was always left on the corpse of the konmuso, which made the case seem even more plausible. One day, a ronin named Sakuma Shigezaemon was found slain in the same manner as a series of peddler murders. - Dobu (Kunie Tanaka), an Okkabiki (a samurai) who lives in a tenement in Shimotani, Edo, is either taking a nap or getting drunk today. Then, a series of murders targeting court nobles occur in Kyoto. Dobu is ordered by Machikoji Samon (Hira Mikijiro) to go to Kyoto to search for them.
