Roxy Mitchell arrived in Walford with her sister, Ronnie, from Ibiza, and they helped run the family pub, The Queen Victoria. Roxy's philandering fianc Damian followed them to Walford, and Roxy seduced him for money so that she and Ronnie could buy the R&R nightclub. Damien left and Jack Branning brought the club and went into partnership with Ronnie, infuriating Roxy. Ronnie and Jack started dating, but break up after Jack had an affair.

Roxy started dating Sean Slater, but Ronnie tried to break them up when she discovered Sean was a drug dealer. It later emerged that Roxy was once addicted to cocaine. After arguing with Ronnie, Roxy got extremely drunk and had a one-night stand with Jack. She later discovered she was pregnant and told Sean that he was the father, while she and Ronnie planned to return to Ibiza. They left, but Ronnie soon returned looking for Roxy, revealing that after they argued in Ibiza, she disappeared. It transpired that Roxy was staying with their father Archie in Weymouth, to Ronnie's horror. Roxy was adamant she would live with Archie but Sean persuaded her to return to Walford by telling her that he was in love with her. They moved in together upon their return, and later married. Roxy went into premature labour and gave birth to a girl, who she named Amy, after Ronnie's daughter who was adopted as a newborn. Roxy and Sean planned to move to Dagenham, and Roxy had a DNA test done to determine whether Sean or Jack was Amy's father. The results showed that Jack was the father, and when Sean discovered this on Christmas Day, he snatched Amy and kept her for several days, before returning her to Roxy via his sister, Stacey.

On New Year's Day, Sean asked Roxy to leave Walford with him and Roxy agreed. He, Roxy and Amy drove to a frozen lake and Sean revealed that he intended to kill them all. Roxy got Amy to safety, but she and Sean fell through the ice. They survived, but Roxy told him to leave, so he walked away and was not seen again.

Roxy and Ronnie tried to patch up their relationship, but Archie continually attempted to ruin it. He married his former sister-in-law Peggy but on their wedding day, the Mitchells discovered that Danielle Jones was the daughter Ronnie gave up for adoption. Archie had told Ronnie that her baby was dead, but Danielle proved he was lying. She was run over and killed moments after reuniting with Ronnie. Ronnie left temporarily, and Roxy tried to seduce Jack while wearing Ronnie's clothes and perfume. Jack was horrified by her behaviour and told her that he was still in love with Ronnie.

Roxy began dating local GP Al Jenkins however their relationship later ended when someone complained about it, despite the fact Roxy was not his patient. Al quit his job and moved back to Cornwall. Archie was murdered on Christmas Day, and Ronnie and Roxy's estranged mother Glenda Mitchell returned, to ensure that her daughters were recognised in Archie's will. Roxy inherited the majority of his estate, including The Queen Victoria, Mitchell's Executive Motors, his house, his Maserati sports car and 3 million. It transpired that Glenda had been lying about her life after leaving Archie, and she left again.

After the funeral, Roxy and Ronnie met their younger brother Danny for the first time. They invited him to stay, against Glenda's wishes. When Roxy accused Ronnie of murdering their father, Ronnie revealed that Archie raped Stacey, and did the same to her when she was a child. Stacey's husband Bradley Branning was posthumously found guilty of the murder. Roxy gave Danny a job at the pub, and he encouraged her to buy the local beauty salon. He gained Roxy's trust, but she was unaware that he and Glenda were planning to steal her inheritance. Glenda then returned and the attempted con was revealed. Glenda revealed that Danny had been hitting her and that he was not Archie's son. Roxy told Danny to leave, and asked Glenda to stay. Ronnie talked to Roxy again about how Archie raped her when she was 13. Glenda, Peggy and Jack overheard this. Roxy tried to convince Peggy that Ronnie was telling the truth, but she refused to believe it, so Roxy decided to move out along with Glenda and Amy, and put the pub up for sale, though she later agreed to hand it over to Peggy after going into partnership with Ronnie and Jack at the club. It soon emerged that Glenda knew Archie had abused Ronnie and Roxy disowned her. However, when a fire destroyed The Queen Victoria, Glenda arrived to comfort her daughters. Roxy later helped her to get a present for Ronnie's baby and a job in the bookmaker's.

At the club, she upset her best friend Christian Clarke by spiking his boyfriend Syed Masood's drink with alcohol. However, they made up the next week. After beating Alfie Moon at poker, she paid two months' rent to Phil for Alfie's lease of The Queen Victoria. When the pub reopened, Roxy worked behind the bar and when Alfie's wife Kat Moon saw her and Alfie together, she attacked Roxy, and later sprayed her with water, but Roxy says she was not interested in Alfie as he was too old.

Roxy paid off Ronnie's wedding planning to give Ronnie an expensive wedding, but later discovered she had no money in her bank account as she had squandered her money on clothes, holidays, property and a new car amongst other things. She used her last bit of cash to place a bet on a horse, which won but Glenda, who worked at the bookmakers, did not place to bet. Alfie helped out by lending her everything from his vow renewal ceremony, which was taking place on the same day. However, before the wedding, the manager of the hotel it was taking place asked for payment up front. Roxy handed over a bag but there was no money in it and Roxy then told Ronnie the wedding will have to be cancelled and told Ronnie she had no money left and her last 20,000 had been stolen. She accused several people of stealing it. Glenda distracted the manager while Ronnie and Jack quickly marry without paying. Roxy also revealed she sold the sound system and alcohol from R&R. Later, Phil and his partner Shirley Carter stayed in the hotel with Roxy's cash.

During a heart to heart with Ronnie, Roxy apologised for wasting all of the money. However she was surprised when Ronnie told her that she was glad the money was gone as it was the last hold Archie had over them. Roxy was forced to put one of her properties on the market to free up some money, meaning Shirley and Phil were forced to move out and find somewhere else to live. Roxy learnt that Stacey was really Archie's murderer and wanted justice but Ronnie allowed Stacey to flee the country.

Roxy and Ronnie made up when Ronnie gave birth to James. Roxy agreed to be a surrogate mother for Christian and Syed and impregnated herself using Christian's sperm. She met Michael Moon and took a liking to him. Glenda later told Roxy that Phil stole her money at Ronnie's wedding. Roxy told Ronnie that she and Michael may become a couple, so Ronnie falsely claimed that Michael came onto her, in an attempt to drive him out of Walford. Believing Ronnie, Roxy told Michael to stay away from her and later found him with another blonde woman, which made her jealous. Roxy slept with Michael, and later told Christian and Syed that her period was nine days late. However, a pregnancy test shows she was not pregnant.

Glenda urged Roxy to steal back her money from Phil but they were caught taking cash from his safe. Phil convinced Roxy that Glenda stole the cash, and found some that he planted in Glenda's wardrobe. Roxy refused to believe Glenda's pleas, so Glenda publicly declared her affair with Phil to show Roxy that he had a reason to frame her.

Roxy was horrified when she found out that Ronnie's newborn baby, James Branning died of Sudden Infant Death Syndrome, and Ronnie swapped her baby with Kat Moon's unattended son, Tommy Moon. Roxy initially refused to believe it, but was mortified when it is revealed to be true. Roxy initially stood by Ronnie, but later disowned her after she accused her boyfriend Michael Moon of framing her for the Queen Vic break in, and sending her a text from Roxy's mobile phone, plus taking Tommy to the park and making it look like Ronnie tried to take him again. But unknown to Roxy, Michael tried to kiss Ronnie, but she rejected him saying that she was married to Jack, and he wanted revenge. The truth about Michael framing Ronnie came out, and Roxy broke up with him, saying she wanted nothing more to do with him.

On the day of Ronnie's trial for taking Tommy, she was sentenced to 3 years imprisonment, and Roxy shouted at Kat during the trial so was taken into the cells for the night. Kat, realising that Michael framed Ronnie, forgave her for taking her child, and told Ronnie that she understood why she did what she did. Ronnie and Roxy met upon being taken to their cells, and Roxy made up with Ronnie, who told her that she was the one looking after her all these years. Ronnie was then taken to her cell, holding Danielle's locket, having finally found peace.

Roxy was angry at Syed Masood when he told his boyfriend, Christian Clarke that he didn't want to adopt. Roxy told Syed that Christian was devastated, and that Christian deserved a better boyfriend than him. Syed, feeling guilty, asked Roxy to be left alone with Christian, and the two got back together when Syed agreed to the adoption, much to Christian's delight. When Roxy felt ousted by her cousin and business partner, Phil, she decided to annoy him by selling her share of R&R to Janine Butcher.
