Number Two is not a man, it is an administrative post, held by various men and women, and changed regularly. Number Two acts as a proxy to Number One, the power that really runs the Village. He or she is employed by one or the other of the Cold War powers in whose interest information is extracted (it is never certain which power runs the Village, and perhaps, ultimately, it is all the same). As a person with so much extremely sensitive information in his/her head, Number Two is just as much a prisoner as the formal inmates of the Village.
