Fritz Howard is a special agent with the FBI and is part of their Organized and Serial Crimes Unit in Los Angeles. He knows Deputy Chief Brenda Leigh Johnson from when they both lived and worked in law enforcement in Washington D.C. He has been in L.A. for three years when the series begins.

Brenda initially reaches out to Fritz for a favor on a case, and he uses that as an opening to ask her out. Their relationship develops over the course of the series.

Fritz, whom Brenda calls "Fritzy," is kind, patient and understanding almost to a fault, particularly when it comes to workaholic Brenda and her habit of using people to solve her cases. He does occasionally get frustrated with these traits in her and tries to force her to acknowledge her behavior, with varying success.

He endures teasing from his colleagues for his relationship with Brenda and the fact that she calls on him for professional help so often.

Background: Has a sister, Claire, who believes she is psychic. He knows about Brenda's affair with Assistant Chief Will Pope and is uncomfortable around him. He thinks Brenda is sometimes nave about Pope's intentions.

In the third season, Brenda learns something about his past which upsets her and makes her question his honesty.
